URBANA, Ill. – The University of Illinois Urbana-Champaign Division of Public Safety this week published its 2022-2025 strategic plan, which outlines its values, goals and objectives for the next few years.
The plan is built around seven pillars: community engagement, the Community Outreach and Support Team, communication, employee development, maintaining a safe campus environment, technology and resilience.

Each pillar includes specific goals the department intends to accomplish before 2025, including ensuring transparency in department initiatives, identifying disconnects with the community, proactively communicating about safety, enhancing training, preventing crime, deploying technological solutions for complex public safety issues, and prioritizing emergency management, among many others.
“This is an ambitious set of goals and objectives, but we have the drive to accomplish these so we can provide for the safety of our community,” said Executive Director of Public Safety and Chief of Police Alice Cary. “It’s a plan built around community engagement and partnership, so we hope that our community members can be active partners in promoting a safe campus environment.”
The department engaged campus community members in the strategic planning process by including people from outside of the Division of Public Safety on the planning committee and by providing a public review and feedback period in September.
The plan also adds two core values to the Division’s long-standing values of “Justice, Respect, and Integrity.” Those values now include “Trust” and “Inclusion.”
“We felt it was important to update our Division’s core values to reflect the expectations of our community,” Cary said. “We find ourselves as the focus of a national conversation on policing and understand that restoring trust in the police and being more proactive in including multiple perspectives in department decisions need to be part of the foundation of everything we do."
