ENVIRONMENTAL COMPLIANCE SPECIALIST: A Permanent, Full-time Position, Pay: $40,548 - $71,532. Dates: Start: 12/1/15. Location: Missouri Department of Conservation, Jefferson City, Missouri.
QUALIFICATIONS: Graduation from an accredited college or university with a Bachelor’s Degree in Archeology, Botany, Business Administration, Ecology, Fisheries, Forestry, Soils Science, or Wildlife or applicable field of study and at least four (4) years of progressively responsible professional experience or an equivalent combination of education and experience.
DUTIES: Coordinate and obtain regulatory environmental permits and clearances for all MDC construction and habitat management activities involving disturbance on public lands owned and managed by MDC. Permits shall include but not be limited to Clean Water Act, Section 404/401, NPDES and floodplain development. Remain current on statewide and district U.S. Army Corps of Engineers (USACOE) interpretation of Section 404 regulations as well as nationwide and general permits applicable in Missouri. Serve as a point of contact for all Section 404/401 permits and USACOE for Department construction activities. Coordinate with State Historic Preservation Office (SHPO) in the Department of Natural Resources (DNR) to ensure Department land and infrastructure management activities regarding cultural resources remain in compliance with state and federal laws. Initiate, coordinate, and continue to improve ongoing implementation of technical training for field staff on how to avoid stream and wetland impacts and, when avoidance is not feasible, how to obtain the state and federal permits necessary for Department construction activities. Conduct Cultural Resource and Environmental Compliance training classes annually. Coordinate wetland delineations to be completed by contractors. Manage consultant contracts providing archeological, cultural, architectural historian and wetland delineation services. Communicate with Department and other agency staff responsible for other environmental compliance permits, including stormwater, NPDES, land disturbance, cultural resources, floodplain development, cultural compliance, and endangered species compliance. Maintain frequent contacts with Department staff, USACOE regulatory staff from all five districts in Missouri, and DNR to obtain construction/management/resource information needed to obtain regulatory permits and environmental and cultural clearances. Maintain frequent contacts with U.S. Fish and Wildlife Services concerning environmental regulatory permits and endangered species consultations. Performs other duties as required.
