Qualifications: Skelly and Loy is seeking a full-time principal scientist to join our Hunt Valley, Maryland team. The ideal candidate is a highly motivated individual with technical experts in natural and water resources in the Mid-Atlantic region (Maryland, Washington DC and Virginia). The selected candidate will provide management and technical support for a diversity of professional services including, but not limited to, wetland and forest stand delineations, tree preservation planning, fluvial geomorphic analysis, T&Es, water quality monitoring, natural resources studies, permitting and agency coordination, ecosystem restoration, and support efforts associated with NEPA/MEPA planning and the TMDL/NPDES program. The position will also involve providing environmental compliance monitoring/inspection services for major design/build projects and as owner representation. EDUCATION/EXPERIENCE: Bachelor of Science (B.S.) degree in biology, natural resources, environmental or planning discipline or a Bachelor of Art (B.A.) degree with demonstrated technical experience. Minimum of fifteen (15) years of professional technical experience with eight (8) years of experience in management of one or more complex or large-scale projects. REQUIRED SKILLS: • Experience in environmental compliance monitoring/inspection services • Maryland Erosion and Sediment Control Green and Yellow Cards • Knowledge of local, state and federal permitting regulations and NEPA/MEPA procedures • Certification as a Maryland State Forest Conservation Qualified Professional • Ability to participate in overnight and/or extended out-of-town project assignments within the region • Project management and client relations skills • Excellent writing and verbal communication skills DESIRED SKILLS: • Broad experience and knowledge in the EPA Chesapeake Bay TMDL/NPDES requirements, water monitoring, low impact development (LID), environmental site design (ESD) and storm water management • Established client relationships in the public and private sectors within the Mid-Atlantic region
Duties: Serve as project manager on several environmental/engineering projects of major scope or several projects of limited scope • Responsible for technical aspects on natural resources projects, financial tracking and schedules • Lead and participate in client and agency meetings, public meetings, field work, and site visits • Provide technical direction and mentorship to project-level staff for technical activities • Review and approve technical work performed • Participate in and/or manage the develop of technical scope and costs for proposals and presentations • Service/participation on technical committees, organizations and/or academic institutions.
