Pay: $4,402.00 - $6,182.00 Monthly.

Qual: Applicants with an advanced degree in fisheries/wildlife or biological sciences are encouraged to apply. • Three years of biological experience performing studies, research, or resource management activities in a fish or wildlife program. At least one year of the experience must be at a technical or professional level performing activities in a fish or wildlife program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; AND • A Bachelor's degree in Fisheries or Wildlife Science or a closely-related Bachelor's degree with at least 45 quarter (30 semester) hours of biological/ecological coursework, or three additional years of biological experience performing studies, research, or resource management activities in a fisheries or wildlife program. • One year of experience must have included leadwork or supervisory duties. A Master's degree in Fisheries or Wildlife Science or a closely-related Master's degree in biological/ecological sciences will substitute for up to one year of the required experience. A Doctorate degree in Fisheries or Wildlife Science or a closely-related Doctorate degree in biological/ecological sciences will substitute for up to two years of the required experience. Applicants who have obtained a Master's degree or Doctorate that included work experience from an internship, work/study, thesis, or similar program may list this experience in their application to receive credit for the work experience. The Master's degree/Doctorate and applicable work experience will be considered separately and both the education and applicable experience may count toward minimum qualifications. Duties & Responsibilities: The Fisheries Research Project Leader will coordinate and implement studies important to management of fisheries resources in the Columbia River basin and Oregon in general and oversee projects designed to 1) evaluate the effects of hydropower development on white sturgeon in the Columbia and Snake rivers, 2) assess white sturgeon population characteristics relative to Oregon's White Sturgeon Conservation Plan, 3) assess and evaluate new select commercial fishing areas under Columbia River fisheries reform, 4) design and implement recreational spring and fall angler creel surveys in Columbia River areas upstream from Bonneville Dam (Zone 6), and 5) facilitate the development of species conservation and management objectives and related research, monitoring and evaluation measures. These projects address management needs identified by the Department, Fish Division, and measures in the Northwest Power and Conservation Council's Fish and Wildlife Program. Major duties and responsibilities are to: • Manage project staff and directly supervise one assistant project leader, three project biologists, one project assistant and several seasonal staff. Promote a discrimination and harassment free work place. Promote a safe and healthy work environment. Manage performance and objectively assess performance in a timely and effective manner. Foster staff development by coaching and by promoting special training and developmental assignments to enhance staff knowledge and skills. • Administer project operations focusing on studies of white sturgeon in the Columbia, Willamette and Snake rivers, new select commercial fishing areas, and an angler creel in upstream of Bonneville Dam. • Prepare statements of work and budgets for project activities. Oversee project activities and acquisitions. Monitor expenditures and track budgets. Work with project cooperators (including Washington Dept. of Fish and Wildlife and Columbia River Inter-Tribal Fisheries Commission) and Bonneville Power Administration's Contract Officer Technical Representative (COTR) to develop Statements of Work in online reporting forums and to track quarterly progress. • Develop incoming funding requests through the State of Oregon grant funding system (the Procurement Information Exchange, also known as PIE). Solicit and develop personal services contracts with commercial fishermen as needed. • Summarize data collected and conduct statistical analyses. Define data and computer file formats. Summarize, tabulate, and graph data using spreadsheet, database, and graphics software; perform statistical comparisons using various computer software. • Develop, revise, and update information and analyses used by managers to recommend white sturgeon management activities. Independently compile, summarize and analyze information pertinent to white sturgeon populations. • Evaluate the effects of various management scenarios on white sturgeon abundance and population structure. • Evaluate potential new select fishing areas for rearing potential, rearing capacity and suitability for commercial fishing opportunities. • Work with contracted commercial fishers to conduct test fishing and assess catch per effort and ESA impacts. • Design and implement angler creel surveys in collaboration with Columbia River fisheries co-managers. • Work with Department staff and staff from other agencies to review data and specific analyses, and consult with appropriate staff to make specific management recommendations. • Prepare reports and other scientific papers. Review pertinent fisheries literature. Write annual, final, information, and other reports and scientific papers. Prepare and give oral and poster presentations of research findings at meetings, workshops, and symposia. • Work with project staff using seines, setlines, gillnets, boat electrofishing, or backpack electrofishing to capture, tag, measure, weigh, and collect biological samples from various fish species. • Work with project staff to assess water quality and site suitability to rear and hold hatchery salmonids in new select fishing sites. • Approve sampling plans for field and laboratory activities. • Develop sampling techniques and identify innovative gear designs by consultation with other researchers. • Coordinate project tasks with cooperating and regulatory agencies, and provide information in response to public interest. Working Conditions; • The majority of work is conducted at or near duty station, indoors, during normal working hours. • Field duties require working outdoors on 10-12 hour shifts, at times during inclement weather, and at night. • Requires occasional travel of considerable distance to meetings and study sites. • Occasionally involves lifting and exertion for short periods of time. • Requires a flexible work schedule that varies in the number of hours worked on a daily basis, but not necessarily each day, or a work schedule in which the starting and stopping times vary on a daily basis, but not necessarily each day. This includes working long hours, some nights and weekends. • This position requires a Boater Education Card obtained through the Oregon State Marine Board.
