Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.
FOR THE GS-13 LEVEL: In order to qualify for this position applicants must possess one year or more of specialized experience that was equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience may have been obtained in the private or public (local, county, state, Federal) sectors and is typically gained in the same field as the position being filled or another very closely related field.
Applicants must show evidence in their resumes of possession of at least one year of the following specialized experience:
- Expert knowledge of the principles, concepts, and methodology involved in the design, development, implementation, management, and evaluation of technical assistance programs/projects, including the ability to interpret and advise on concepts and new approaches to biodiversity conservation and related challenges;
- Knowledge related to the field of biodiversity conservation, wildlife, and other related areas, including the demonstrated ability and skill to design and manage biodiversity programs in areas outside the United States where the agency provides assistance in biodiversity conservation; and
- Strong ability to understand and work under the policies and procedures used for project management in the agency and organization, including the ability to carry out the full range of technical and administrative tasks that arise in managing complex programs dealing with a variety of organizations and levels of contacts. The agency's programming actions are frequently time-sensitive and require interaction with multiple offices to assure timely completion; and
- Excellent written and oral communications skills and knowledge management skills. Ability to communicate in writing and orally about biodiversity, forestry, environmental, and natural resources issues to specialists as well as non-specialists. Ability to manage knowledge to make evidence and learning available to agency staff and conservation practitioners. Ability to coordinate, negotiate with, and motivate individuals to take action.
Failure to provide evidence of this specialized experience in your resume will result in an ineligible rating.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Special Conditions:
- As a condition of employment, satisfactory completion and favorable adjudication of a background investigation and/or fingerprint check may be required for this position.
- Position may be eligible for telework.
- Selectee must be able to obtain and maintain a security clearance.
- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent of this position will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
- Overseas travel will be required to underdeveloped areas. Some physical hardship may be encountered, such as poor road conditions, unstable political settings, climate extremes, exposure to diseases prevalent in unhealthy environments, and significantly different cultural environments.
