The Department of Natural Resources excels at protecting and managing Wisconsin’s natural resources while supporting the economy and the well-being of its citizenry. Within the DNR, the Division of Forestry works in partnership to administer programs that protect and sustain our forested lands throughout the state, combining technical and financial assistance, planning, research, technology, education, and policy to help meet the many demands on the forest both today and for many years to come.
As part of the most recent Strategic Direction, the Division of Forestry created a new Tax Law program that is currently being implemented statewide. Among the positions that will play a critical role in establishing the success of the new program are the Tax Law Forestry Specialists (located statewide) and the Tax Law Compliance Specialist (located in Madison).
We are currently seeking well-qualified Forestry professionals to fill nine Tax Law Forestry Specialist vacancies in the northeast and northwest regions of the state. In combination, these positions provide service to the following counties: Florence, Forest, Marinette, Langlade, Menominee, Oconto, Burnett, Douglas, Washburn, Ashland, Bayfield, Iron, Price, Rusk, Sawyer, Barron, and Polk. The work station for each position will be located within the assigned counties. Future vacancies that occur statewide within the next six months may also be filled as part of this recruitment effort.
The Tax Law Compliance Specialist will play a key role in maintaining the integrity of the program by establishing operational procedures with a focus on quality assurance. This position is primary based in Madison and will provide critical support and consultation to tax law section staff, partners and landowners statewide. The successful candidate will work at least three (3) days per week in Madison but may be able to work out of any DNR location within the state as a home office provided there is office space available.

Position Summary:
The Tax Law Forestry Specialists provide field administration, coordination & enforcement of the forest tax laws in collaboration with the Tax Law Team Leaders and other Tax Law positions. The Tax Law Forestry Specialists are a key internal & external consultant for staff, leadership, inter-divisional teams, & partner groups. These positions maintain cutting-edge knowledge & expertise in the forest tax laws & silviculture by staying abreast of current research & maintaining an effective professional network.
The Tax Law Compliance Specialist is responsible for developing, maintaining, monitoring, & enforcing standard operating procedures to ensure compliance with statutes, administrative codes & handbook requirements affecting the implementation & administration of Wisconsin’s Forest Tax Laws. This position provides critical support & consultation to tax law section staff, partners & landowners to collaboratively resolve compliance issues in a timely & effective manner. As an expert in forest tax laws, this position maintains & advises a diverse professional network of internal & external leadership, department staff inter-divisional teams.

The successful candidate for each position is required to pass a criminal background check prior to appointment.
In addition, the successful candidates for the Tax Law Forestry Specialist positions must obtain and maintain a valid Wisconsin driver's license and meet the requirements to operate a state vehicle.
Qualifications:
Applicants must possess the following required qualifications to be at least minimally qualified:
• Work experience applying the principles of silviculture to develop and implement
sustainable forest management plans
• For Compliance Specialist Only: Experience developing and implementing
operational procedures
Best-qualified candidates will also possess the following preferred qualifications:
• Bachelor’s degree in either forestry or natural resources with related coursework;

• Experience as a professional Forester practicing silviculture in the Great Lakes region
• Experience or education/training related to forest tax law. Similar private landowner
forestry programs may be substituted by applicants working in states other than Wisconsin
• Experience with compliance review and enforcement of forest tax law programs
or similar private landowner programs
• For Compliance Specialist Only: Experience developing processes, procedures, standards, or
compliance review that focus on quality assurance
