Position Overview
The Illinois Environmental Protection Agency (EPA), Bureau of Land (BOL), Materials Management and Compliance Section, within Materials Management Unit is seeking a Life Science Career Trainee (Option E). The ideal candidate will participate in the agency sponsored training program for a six to twelve months duration. This trainee position receives working assignments designed to develop knowledge, understanding and practical skills consonant with various professional life sciences career disciplines within the Materials Management and Compliance Section. As a LSCT, you will receive controlled assignments in a broad range of departmental activities with increasing difficulty and responsibility.

Essential Functions
30% 1. Receives training for a period of six to twelve months duration to gain knowledge in and assist with conducting routine technical and scientific activities, in the Bureau of Land (BOL), Materials Management and Compliance Section (MMCS), within Materials Management Unit.
- Reviews plans, applications, fell collection, and registration documents prepared and submitted in accordance with applicable state and federal laws, rules, regulations, policies, and procedures.
- Participates in battery collections, electronics recycling, household hazardous waste events, composting, and other materials management/ extended producer responsibility programs.
- Monitors manufacturer plans and collection activities for compliance with applicable state and federal law.
- In consultation with MMCS and BOL staff, develops statewide analysis of the effectiveness of the Illinois EPA-supported and regulated materials management programs.
- Travels in performance of duties.

25% 2. Receives training to gain knowledge in and assists in compiling a thorough collection of manufacturers, recyclers, collectors, and re-furbisher data/results for materials management programs administered or overseen by MMCS.
- Utilizes databases/spreadsheets to produce routine reports, graphs, charts, letters, memos, and statistics to document and support MMCS activities.

20% 3. Receives training and assists in reviewing program participation applications, processing of program budgets, payment requests, vouchers, and agreements.
- Preparing routine technical and scientific documentation related to materials management programs.
- Receives training and assists in tracking routine technical and scientific performance metrics related to materials management programs administered or overseen by MMCS.

10% 4. Receives training to gain knowledge and assist in interpreting state and federal laws, rules, regulations, policies, procedures, and Agency program/policies related to materials management programs administered or overseen by MMCS.

05% 5. Receives training to assist higher level specialists in responding to facility owners and operators, the general public, governmental agencies, and others outside the Agency on related environmental matters.

- Gains knowledge and receives training in emerging waste reduction/recycling/collection and materials management program techniques, applicable laws, rules, regulations, policies, and procedures.

Minimum Qualifications
- Requires a bachelor’s degree in some field of the life sciences.
- This class is included as an Upward mobility Program credential title.

- Prefers ability to prepare comprehensive written and oral reports.
- Prefers ability to understand and follow oral and written instructions.
- Prefers ability to profit from training received in the designated area of state government.
- Prefers ability to establish and maintain harmonious working relationships with other employees and agency representatives.
- Prefers ability to utilize a computer with knowledge of Microsoft Office software.
Employment Conditions
- Requires a valid and current appropriate drivers’ license.
- Requires the ability to travel in performance of duties, with overnight stays as appropriate.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
- Requires ability to attend seminars, conference, and trainings to stay current on methods, tools, ideologies, or other industry related topics to the job duties.
