Red River Fisheries Specialist

Job Summary:
This position exists to provide technical direction to watershed planning and stream restoration activities in the Red River of the North (Red River) basin and provide support for resource managers involved with stream management in the northwest region. Emphasis will be placed on the protection, restoration, and enhancement of aquatic, riparian and associated upland habitats, which includes: coordination of data gathering, field inventories, and analysis activities; identifying issues and opportunities; developing short and long range resource management strategies; developing plans, issue papers, policies and procedures; developing project work plans; securing project funding; providing educational and technical assistance; and coordinating project implementation activities. Planning and implementation activities include ensuring that all stakeholders are involved with plan development and implementation, and coordinating with Minnesota Department of Natural Resource (MN DNR) divisions, local, state and federal agencies, local government units, and other interest groups and private citizens.
Minimum Qualifications:
Bachelor's Degree in biology, fisheries, or closely associated area required. See the "How to Apply" section below for coursework requirements.
Professional level experience in fisheries management or fisheries research applying the principles and
techniques of fisheries science:
• 2.0 years of experience at NR Specialist Intermediate level or equivalent (journey level professional)
OR
• 3.0 years of experience at NR Specialist level or equivalent (entry level professional)
Direct field experience working on streams and rivers including fish sampling, project design and fluvial
geomorphology.
Oral communication and public relations skills to effectively explain a subject to staff or constituents and
writing skills to sufficiently draft management plans/reports or other documents.
Ability to maintain and operate equipment, such as boats, motors, trailers, etc.
Interpersonal skills demonstrated when representing region at interagency meetings.
Conflict resolution skills.
Ability to work in adverse weather and environmental conditions.
Computer literacy, including knowledge of databases, spreadsheets, and word processing.
Preferred Qualifications:
Exceptional human relations skills are necessary to effectively deal with a wide range of controversial and
non-controversial issues involving lake/resort owner groups, tourism boards, watershed districts, local
government units and the public.
Ability and skill to integrate high level of technical knowledge with sociological, political, and economic
concerns; and in the context, communicate technical decisions and recommendations to peers, department
managers, legislators, and the public.
A working knowledge of geology, hydrology, and agriculture is required along with the understanding of
comprehensive and holistic inter-relationships which these subjects possess.
Experience with creel survey design, stream surveying techniques and analysis, fish identification and
statistics.
High level of technical experience in fish management and/or fish research programs.
Advanced GIS/GPS skills.
Strong, demonstrated technical writing skills.
Strong background in watershed principles and stream fluvial geomorphology as related to ecology and
stream health (Rogen or similar).
Demonstrated knowledge of and occasionally contribute to state-of-the-art habitat improvement and/or
mitigation techniques.
Ability to supervise the planning, development, implementation, and evaluation of appropriate implementation
strategies to ensure protection of fish, wildlife, native plant resources, and habitats.
Physical Requirements:
Requires occasionally lifting articles of 50 pounds maximum and frequently lifting and/or carrying objects
such as heavy gear, fish samples and nets. This job may require walking or standing to a significant degree
on rough terrain, boating in rough water to retrieve fish sampling nets or may involve sitting most of the time.
