Position Summary:
Position is responsible for conducting field inspections and complaint investigations, primarily on trees and flora in the public rights-of-ways, and initiating administrative enforcement actions to ensure compliance with City of Indianapolis – Marion County tree and flora and environmental public nuisance ordinances and other related ordinances and regulations. Employee must be able to read and interpret the City of Indianapolis – Marion County ordinances and other related regulations. In addition, the employee must be able to respond to complaints, document investigation activities and initiate enforcement actions including legal case preparation. Employee will also assist in the review of tree and flora permit applications. Contacts may occasionally be adversarial in nature and the employee must use skill and judgment to resolve both technical and interpersonal problems related to code compliance
Position Responsibilities:
Conducts detailed inspections of trees and flora in public rights-of-way, public properties and private properties to determine compliance with appropriate codes, ordinances, and regulations.
Identifies violations of the City of Indianapolis – Marion County tree and flora, environmental public nuisance and other environmental ordinances and pertinent regulations and issues notices of violations/citations to individuals responsible for violations.
Conducts compliance investigations and follow-up activities as needed. Compiles proper documentation, including photographs to complete case and inspection reports to explain facts and circumstances surrounding investigations and violations.
Maintains efficient and effective daily reports including all written and verbal communication pertaining to all activities and any other required documentation as required by other local or state agencies.
Performs forestry (flora) permit inspections and issues flora permits to individuals or businesses doing work on trees or flora in the right-of-way..
Assists the Department of Public Works, as needed, in crisis situations such as a storm event or tornado as it relates to urban forestry.
Enters detailed inspection results on a field computer into an established database management system.
Prepares legal case files.
Attends and successfully completes required training courses deemed necessary to continue in current position successfully.
Performs research to determine property ownership, occupancy, permits issued, land use petitions, variances, etc. Generates GIS maps to assist in determining compliance. Assists in responding to requests for public information.
Appears and testifies in Environmental Court and at Administrative hearings as a professional and expert witness as requested.

Qualifications:
Associate's Degree in arboriculture or equivalent and preferably two (2) years of related work experience in urban forestry or a related field. Ability to obtain and hold within 18 months of hire certification as International Society of Arboriculture Certified Arborist and the certification from the Indiana Nursery and Landscape Association for an Accredited Horticulturalist. Must maintain certifications thereafter. Ability to obtain and hold within 24 months of hire certification by the State of Indiana Chemist's Office for pesticide application license. Must maintain certification thereafter. Ability to communicate effectively both verbally and in writing. Ability to speak in public forums and respond to questions. Basic computer and office equipment knowledge. Must be able to utilize computer for word processing functions, generate spreadsheets as needed, and enter data into established database management systems. Must be able to solve practical problems with tact, diplomacy, and persuasiveness in dealing with a variety of people in a variety of situations. Must have and retain a valid Indiana Driver's license. The ability to operate a City vehicle is required. Ability to read location plans, construction drawings, and landscape site plans. Ability to visually inspect, identify, and measure trees to determine compliance with ordinances. Familiarity with City/County streets and the ability to read city maps. Must be Marion County residence within six (6) months from date of hire.
Incumbent must certify in the appropriate, approved disciplines as prescribed by the Director of Code Enforcement to maintain employment.
