The proposed changes to student payments would be detrimental to our students, especially underserved populations. Frequently we have students who already have a full scholarship due to their financial status. If we were to consider the expense of sending these scholars to conferences as taxable income, it would jeopardize their free tuition.

I am also concerned with anything that would add a layer of complexity to paying our DACA students, who are treated as foreign nationals for tax purposes.

Foreign National students: It is particularly challenging to support foreign nationals for research or conference travel when a 30% tax is immediately imposed on the support.  It creates a financial hardship for foreign nationals who are already living on a nominal budget but have very promising research to share with colleagues.
