In late March, the International Criminal Court issued arrest warrants for Russian President Vladimir Putin and Maria Alekseyevna Lvova-Belova, Putin’s Commissioner for Children’s Rights, based on actions in the war in Ukraine. Writing about the charges, which are based on the kidnapping of Ukrainian children, TIME sought the expertise of Professor Patrick Keenan, who has published extensively on international criminal law. While it is uncertain whether any ICC charges result in an arrest, Keenan provided context for the charges and how they might affect the international community's response to the war.
