Professor Arden Rowell has published two essays in The Regulatory Review, the top online forum for regulatory analysis. The essays are part of a series featuring leading experts discussing how policymakers should analyze their options about when and how the United States should close businesses and schools, as well as reopen them and relax social distancing and quarantine requirements.
The first essay, "Using VSLs in State and Local COVID-19 Policy," addresses local decisionmakers as it relates to COVID-19. The second essay, "COVID VSLs and the Undervaluation of Pandemic Risk," addresses limitations of the VSL as an evaluation tool.
