In a recent article on Vice, Dean Vikram Amar, an expert on Constitutional law, weighs in on the renewed effort to kill off the electoral college. Given the challenge to abolish the college, one movement, called the National Popular Vote Pact, seeks to circumvent it by requiring electors to cast their ballots in favor of the winner of the national popular vote. Amar, who has written extensively on the Pact, tells Vice:
"Nothing matters until you get a red state because you can't do it with blue states alone. And swing states won't sign it. You need a big red state like Texas."
