With his background and extensive scholarship in international criminal law, Professor Patrick Keenan provided excellent information in his appearance on the Bloomberg Law podcast discussing the International Criminal Court's arrest warrant for Russian President Vladimir Putin. "This signals to the world that Putin is an accused war criminal," Keenan told host June Grasso. "I think the immediate, practical effect is that it limits Putin's ability to travel outside of Russia or territory that Russia controls either directly or indirectly, so I think the symbolic effect is more important."
