Professor Richard Kaplan spoke to the League of Women Voters of Champaign County on February 5 about the concept of a graduated income tax. Kaplan is an internationally recognized expert on U.S. taxation and tax policy, has lectured in these areas on three continents, testified before the U.S. Congress on several occasions, and written innovative course books on income taxation and international taxation.
