FY25 Fringe Benefit Rates take effect for BW 16 and MN 8 pay periods (with the exception of Retirement, which is effective with BW 15 and MN 7). The Facilities and Administrative (F&A) Rates and Fringe Benefit Rates have been finalized and approved by our cognizant Federal Agency, the Office of Naval Research (ONR).
At the time of the rate proposal submission a larger increase in the Health, Life, Dental (HLD) portion of the fringe benefit rate was expected based on available information. During rate negotiations we received more current information which resulted in a lower HLD rate negotiated with the Federal government.
