A new online state benefits system called “MyBenefits Marketplace” is being implemented on September 30, 2016 by the Illinois Department of Central Management Services (CMS). Once the system is “live”, you will use it to view or make changes to your state insurance benefits. This might occur when or if you experience a qualifying event (i.e., add/drop a dependent and other changes), or during the annual Benefit Choice period in May. You will access this new system via NESSIE and/or UI New Hire, but you will use a new CMS-issued logon and password.

Watch your home mail box!
In late-September, CMS will be sending a letter via U.S. Mail to your home that will include your new CMS-issued Employee Identification Number (EIN) and more details about the transition to the MyBenefits Marketplace system. You will use your CMS EIN to logon to the system.
What is MyBenefits Marketplace?
MyBenefits Marketplace is the state’s new online system, which will provide information and interactive self-service tools to assist you with your health, dental, and life insurance, and flexible spending account (MCAP/DCAP) plans. The new system will:
- Facilitate enrollment in and changes to your state benefit plans.
- Allow you to change or correct your personal information.
- Enable access via computer, smartphone, or tablet.
- Provide the option to receive electronic communications instead of paper from CMS.
Important Transition Dates:
The following dates are important if 1) you are newly hired (or newly eligible) and in the process of enrolling in state insurance benefits, OR 2) if you are making a change due to a qualifying event. There will be a period of transition to MyBenefits Marketplace, during which state benefits enrollment and changes must be completed via paper form or may be unavailable.
- September 19 – At 8:00 p.m., NESSIE and UI New Hire will be closed to enrollment and changes.
- From September 20 through close of business on September 22 – You will need to contact UPB to complete paper forms for enrollment or changes.
- September 23 through September 29 – Call UPB for assistance if you need to enroll or make changes during this time.
- September 30 – MyBenefits Marketplace will be live and accessible through NESSIE and UI New Hire. You may enroll and make changes using your CMS EIN to logon.
