At the entry level of this position, you will:
Evaluate financial data and reports to determine the financial health of state and municipal water programs, generate and interpret accounting and financial reports to provide oversight and administration of Federal Financial Assistance Agreements.
Review and analyze Intended Use Plans, annual reports, financial statements, and other pertinent documents to determine state and recipient compliance with the Clean Water Act, Safe Drinking Water Act and loan agreements; identify unusual items in financial statements that might distort the financial condition State Revolving Funds (SRF) programs; perform transaction testing.
Serve on a team of multi-disciplined technical, financial and administrative personnel in conducting a complete oversight review of state and SRF recipients' performance in meeting program requirements; review the financial and accounting aspects of state SRF programs to identify potential problems and make necessary recommendations which may require the development of new methods and procedures in the Program Evaluation Report.
Provide basic guidance and assistance to regional and state staff regarding the administration, management and financial responsibilities of federal assistance recipients for infrastructure projects.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.
