Job Responsibilities
35% 1. Receives training for a period of six to twelve months duration to gain knowledge in and assist with conducting routine technical and scientific quality assurance/quality control reviews of inspection reports for the Bureau of Land, Deputy Bureau Chief, Field Operations Section, Section Manager’s Office;
- Coordinating maintenance and improvements to databases including the FACES and Used Tire databases utilized for tracking inspection reports and FOS workload
- Provides reports from the databases to management
20% 2. Receives training to gain knowledge and assist in maintaining and updating the master list of hazardous waste treatment, storage, and disposal facilities;
- Monitors incoming inspection reports to determine FOS work plan commitments to United States Environmental Protection Agency (USEPA) have been met, and providing related data to comply with USEPA reporting requirements
- Develops the annual work plan for Resource Conservation and Recovery Act (RCRA) facilities in accordance with grant requirements, coordinating the work plan schedule with USEPA, and distributing work plans to Region Managers
15% 3. Receives training to assist higher level specialists with reviewing the Enforcement Recommendation Memoranda for adequacy, and Request for Administrative Citation memoranda and associated inspection reports for adequacy;
- Coordinates with the Division of Legal Counsel to ensure necessary documentation has been approved
- Maintains the Administrative Citation database
- Provides monthly summary of Administrative Citation activities
- Assists with procurement, distribution and tracking of supplies and equipment
15% 4. Receives training to assist higher level specialists with conducting technical and scientific compliance inspections at assigned waste management sites;
- Inspects waste management and disposal facilities to ensure compliance with applicable state and federal laws, rule/regulations, and policies procedures
- Conducts follow-up inspections as needed to facilitate compliance
- Utilizes ESRI GIS Products, Unmanned Aerial Vehicle (UAV aka drone) while performing technical and scientific compliance site inspections
- Conducts activities that utilize safety equipment and performs rigorous physical activity to meet safety standards to comply with OSHA 29 CFR 1910.120
- Travels in performance of duties
05% 5. Receives training to gain knowledge and assist in providing the Waste Reduction and Compliance Section (WRCS) with necessary documentation submitted by regional offices;
- Serves as a liaison with the WRCS in preparation of multimedia and high-profile violation notices
05% 6. Receives training to gain knowledge and assist in providing routine technical and scientific evaluations and interpretations of technical and legal information submitted by internal Agency and external sources;
- Constructs and gathers information concerning specific regulatory topics for the FOS Section Manager
05% 7. Performs other duties as requires or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires a bachelor’s degree in some field of the life sciences.
- This class is included as an Upward Mobility Program credential title.
Knowledge, Skills, and Abilities
- Requires ability to prepare comprehensive written and oral reports.
- Requires ability to understand and follow oral and written instructions.
- Requires ability to profit from training received in the designated area of state government.
- Requires ability to establish and maintain harmonious working relationships with other employees and agency representatives.
- Requires the ability to utilize a personal computer with knowledge of ESRI GIS Products, Unmanned Aerial Vehicle (UAV also known as drone), Microsoft Word, Access, Excel, and PowerPoint software.
- Prefers certificate in Geographic Information System (GIS).
Conditions of Employment
- Requires current and valid driver’s license.
- Requires ability to travel.
- Requires ability to participate in the medical monitoring program.
- Requires ability to pass a physical examination, which is intended to determine whether a person can wear respiratory protection and function in high heat stress situations while wearing chemical protective clothing.
- Requires ability to wear a respirator or other form of respiratory protection
- Requires ability to wear chemical resistant clothing in high heat stress situations while performing strenuous physical tasks (e.g. carrying equipment up a steep ravine at a temperature up to 100F).
- Requires ability to lift heavy equipment (e.g. 45 pounds).
- Requires ability of hiking, climbing, wading in streams or getting in/out of boats or swimming in emergency situations to get to sites (as required by OHSA 29 CFR 1910.120).
- This position will be required to complete (within 90 days of employment) and maintain working knowledge of (8-hour annual refresher) and/or certification to ensure position is up to date with laws, rules and regulations to maintain compliance with IL Department of Labor Occupational Safety Regulations: 40-hour OSHA Training.
Work Hours: 8:30AM - 5:00PM Monday to Friday
