Essential Functions
- Receives training for a period of six to twelve months duration to gain knowledge in and assist with conducting routine technical and scientific activities, in the Bureau of Land (BOL), Deputy Bureau Chief Division, Federal Site Remediation Section;
- Receives training in ensuring appropriate application of the following: Illinois Environmental Protection Act, CERCLA, Federal Facilities Compliance Act, National Oil and Hazardous Substances Pollution Contingency Plan (NCP), 35 Illinois Administrative Code, with emphasis on Subtitles F and G, Illinois and United States Environmental Protection Agency (USEPA), Department of Defense (DoD), Department of Energy and other Federal Agency environmental laws, statutes, rules/regulations, policies/procedures;
- Receives training in preparing routine scientific Statements of Work (SOW), work plans and cost estimates for CERCLA investigations, feasibility studies, decision documents, design and construction projects;
- Receives training, observes and participates in routine on-site inspections including: multi- media hazardous/toxic substance investigations, cleanup and/or remediation system construction oversight and legacy monitoring activities for quality assurance/control purposes, oversight of installation and sampling of groundwater monitoring wells, soil and hazardous waste sampling, geophysical methods, excavation, groundwater pump and treatment systems, on- site treatment alternatives, hazardous and non-hazardous waste unit closures, and other remedial construction activities;
- Receives training in the negotiation of enforcement orders for RI/FS and RD/RA activities;
- Attends and observes legal hearings and public information activities; attends and participates in staff meetings;
- Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.
Mission Qualifications
- Requires a bachelor's degree in some field of the life sciences.
- This class is included as an Upward Mobility Program credential title.
Preferred Qualifications (In Order of Significance)
- Prefers ability to prepare comprehensive written and oral reports.
- Prefers ability to understand and follow oral and written instructions.
- Prefers ability to profit from training received in the designated area of state government.
- Prefers ability to establish and maintain harmonious working relationships with other employees and agency representatives.
- Prefers ability to utilize a personal computer with knowledge of Microsoft Word, Excel and Access software.
Conditions of Employment
- Requires a current and valid driver’s license.
- Requires the ability to travel.
- Requires ability to participate in the medical monitoring program.
- This position will be required to take (within 90 days of employment) and maintain working knowledge of (8-hour annual refresher) and/or certification to ensure position is up to date with laws, rules and regulations to maintain compliance with IL Department of Labor Occupational Safety Regulations: 40- hour OSHA training.
- Requires the ability to pass a named-based background check.
