Bilingual interpreters and translators may enroll to bill Illinois' Early Intervention System with the Central Billing Office (CBO) upon completion of the training requirements AND demonstration of oral and/or written proficiency using Illinois Department of Human Services approved testing procedures. Please note that the Early Intervention Training Program (EITP) DOES NOT accept interpreter/translator applications and DOES NOT employ interpreters/translators.
Training Requirements
The Early Intervention program requires that bilingual interpreters/translators complete the training titled "3-day Systems Overview for Bilingual Interpreters and Translators in the Illinois Early Intervention System". The training costs $60 and attendance is required for all 3 days. This training is the basic requirement to be an Interpreter and/or Translator in the IL EI system ONLY and is NOT A CERTIFICATION!

Training certificates are valid for up to 3 years after successful completion of the training.

You have 3 years to enroll in the IL EI System before having to repeat the complete enrollment process with the following exception:

Notice Regarding Waiving of Timeline of 3-Day System Overview Training for Bilingual Interpreters/Translators
Due to the pandemic, we are waiving the timeline regarding anyone who has received a certificate of completion for the “3-Day System Overview Training for Bilingual Interpreters/Translators” between the dates of March 2017-March 2020. Certificates issued during that time will be valid until June 30, 2023.

Once enrolled in the system, the following applies:

Your enrollment is valid as long as you are actively working within the IL EI system.

If you have no billing activity for 12 consecutive months, you will become "inactive" within the IL EI system.
Proficiency Exam Information
Oral proficiency testing is offered at the cost of $85 per person, per language. Written proficiency testing is offered at the cost of $85 per person, per language. For providers seeking to take both the total cost will be $170 dollars. Payment is required in advance at the time of pre-registration for the Interpreter Proficiency Exam. You must receive a certificate of completion from the "3-day Systems Overview for Bilingual Interpreters and Translators in the Illinois Early Intervention System" training in order to be eligible to sign up for testing.
