Incumbent serves as Urban Technician for the Soil and Water Conservation District's (SWCD's) Urban Conservation Program responsible for providing technical and administrative program support.
DUTIES:
Provides technical assistance and information to urban and agricultural landowners on relevant conservation practices and natural resource issues as directed.
Provides site evaluations and information related to conservation best management practices such as water audits, landscape plans, garden or small farm layout plans, vegetation assessments, invasive plant management, wildlife habitat planning, and storm water quality and quantity management.
Works in coordination with department staff to create programs in response to local urban natural resource issues.
Assists in development and delivery of educational programs, workshops, volunteer workdays, and public events. Prepares tip sheets, handouts, and technical resource library as needed.
Assists other department personnel with technical assistance and programs, and assists outreach program with publicity, news articles, and public functions.
Prepares reports to fulfill grant and other reporting requirements as needed. Prepares and submits narrative of activities for SWCD Board, written reports, and oral presentations as needed.
Periodically prepares and makes public speaking presentations to various community groups as requested.
Attends training sessions as assigned.
Performs related duties as assigned.
I. JOB REQUIREMENTS:
Baccalaureate Degree in agronomy, natural resources, agriculture, resource planning, environmental science, soil science, or a related area, or equivalent combination of education and experience.
Working knowledge and hands on experience and of urban and suburban gardening, agriculture, soil health, native plants, invasive species, and their management.
Working knowledge of SWCD policies, procedures and legal requirements, and natural resource, conservation or environmental planning, plant sciences, soils, water quality practices, urban agriculture and gardening, and ability to apply such knowledge in providing information and technical assistance to urban and suburban landowners and users.
Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare correspondence and detailed reports as required.
Working knowledge of basic computer skills including word processing, spreadsheet, email, and Department-specific software applications with ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.
Working knowledge of grants and grant administration with ability to meet grant reporting requirements, including collecting data and compiling reports.
Ability to prepare and deliver public speeches and presentations, develop news releases, news articles and publicity.
Ability to effectively communicate orally and in writing with co-workers, other County departments, SWCD Board, related agencies and departments, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Shall comply with all employer and department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to provide public access to or maintain confidentiality of department information/records according to State requirements.
Ability to work with others in a team environment, and maintain appropriate, respectful interrelationships with co-workers.
Ability to occasionally work extended, weekend and/or evening hours, and occasionally travel out of town for meetings and training, occasionally overnight.
Possession of a valid Indiana driver's license and demonstrated safe driving record.
II. DIFFICULTY OF WORK:
Operating within general instructions, guidelines, and rules, incumbent selects the proper ones to ensure successful completion of assigned tasks. Incumbent performs a narrow range of regular duties which involve consideration of several variables, with relationships among them not always obvious.
III. RESPONSIBILITY:
Incumbent applies standard departmental practices and policies to individual situations, with departures from guidelines and instructions discussed with supervisor. Work product is reviewed for achievement of desired results and overall conformity with instructions and standard practices of the department.
III. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County departments, SWCD Board, homeowners' associations, stakeholder groups, related agencies and departments, and the public for purposes of exchanging information, and explaining policies and procedures.
Incumbent reports directly to SWCD Urban Conservationist.
IV. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment and in the field, involving sitting and walking at will, walking/standing for long periods, pushing/pulling objects, lifting and carrying up to 25 pounds, speaking clearly, close and far vision, hearing sounds/communication, speaking clearly, and occasional exposure to adverse weather conditions and walking on uneven terrain.
Incumbent is occasionally required to work extended, evening and/or weekend hours, and occasionally required to travel out of town for training and meetings, sometimes overnight.
