Job Summary:
The Upper Sioux Community is seeking a highly skilled person to fill the position of Environmental Director. The Upper Sioux Community maintains and administers a wide range of environmental programs based upon the tribal community's needs and priorities. The Director is responsible for all aspects of the Environmental Programs operations including personnel, financial management, contract and grants management, quality assurance management, program development and maintenance, liaison activities, facilities and equipment maintenance and, coordination of environmental regulatory compliance in the areas of underground storage tanks, air pollution, water pollution, drinking water protection, NEPA, health and safety, hazardous materials, indoor air quality, and waste management. The Director will supervise the Office of the Environment staff and contractors as needed. Experience wooong with Native American communities is preferred. Frequent local and occasional overnight travel required.
Education:
Bachelor's Degree (Master's preferred) in Environmental Science, Physical or Natural Science, Environmental Studies, Natural Resource Management, Policy and Planning, Law, or related field or a combination of experience and training which demonstrates the necessary knowledge, skill and ability to perform the duties of the position.
Qualifications:
1. Substantial experience in an administrative and/or supervisory position with proven project management and budget administration skills.
2. Knowledge and experience with environmental regulatory programs.
3. Experience working with Federal, State, and local agencies and knowledge of program reporting requirements.
4. Previous experience working with Tribal communities
5. Must have excellent grant/report writing, general written and verbal communication skills and an ability to work well with other professionals and members of the community.
6. Must have valid driver’s license, clean driving record and be insurable.
Duties and Responsibilities:
1. Serve as primary tribal staff contact on all environmental matters between the Community and all other agencies (Tribal, Federal, State, and Local).
2. Work cooperatively with water quality and water sanitation staff in collecting and analyzing environmental data concerning solid waste, water quality, air quality, drinking water, hazardous materials, and underground storage tanks.
3. Develop plans to manage, control, or mitigate environmental problems and sources of pollution to minimize risks to public health and the environment.
4. Provide assistance and information to the Upper Sioux Community Board of Trustees and Division Directors to allow for sound environmental decision making and regulatory compliance.
5. Develop environmental grant proposals to the U. S. Environmental Protection Agency and other agencies and administer project and grant budgets.
6. Develop and implement environmental programs and tribal codes and ordinances in the areas of underground storage tanks, air pollution, water pollution, drinking water protection, NEPA, health and safety, hazardous materials, indoor air quality, and waste management.
7. Provide technical assistance, upon request, to the Upper Sioux Public Works Department regarding the management and administration of the water and sanitation department.
8. Provide technical assistance, upon request, with the design and construction of water, sewer, and solid waste infrastructure projects for the Community.
9. Ensure compliance with applicable federal and tribal regulations for water, sewer, and solid waste facilities (NPDES permitting, SDWA monitoring, RCRA compliance, etc.).
10. Manage and supervise environmental services staff and/or contractors performing environmental related work for the Community.
11. Develop and maintain cooperative working relationships with Federal, State, and local agencies, coordinate meetings and correspondence between the Tribal Council and such agencies, and maintain adequate files and reports of environmental programs, projects, and compliance issues.
12. Coordinate the preparation of environmental assessments and environmental reviews for tribal projects in compliance with the National Environmental Policy Act (NEPA).
13. Other duties as assigned by the Upper Sioux Community Board of Trustees.
Physical Requirements:
1. Ability to accomplish prolonged sitting, standing, walking, stooping, and some light lifting is required.
2. Frequent local and overnight travel required (approximately 6 overnight or multi-night trips per year).
3. Submit to random drug testing.
