International Safety and Security is sharing updated guidance from the U.S. Customs and Border Protection (CBP) regarding changes to how airlines transmit passenger data to the United States government. We are providing this information to keep university travelers informed and to remind you of resources available through International Safety and Security.
CBP has implemented a change to the Advanced Passenger Information System (APIS)—the system through which airlines transmit passenger manifests for international flights. Under this change, APIS will now only accept “M” (male) or “F” (female) for the sex field in passenger data.
What travelers should know:
Effective October 14, 2025, airline APIS submissions must include either “M” (Male) or “F” (Female) in the sex field. Submissions with an “X” marker or a blank field will be rejected by CBP. Airlines are responsible for verifying that passenger information is complete and travel documents are compliant for entry to the destination country. Airlines must correct and resubmit insufficient or rejected passenger information. Airlines may deny boarding if non-compliant travel documents or information cannot be rectified prior to boarding.
Travelers with non-binary or unspecified sex markers will see “M” or “F” assigned by the carrier for APIS purposes. This may conflict with personal identity.
CBP states that a data mismatch can trigger additional identity verification or screening (primary or secondary inspection) measures.
This only applies to international flights to/from the United States.
As of November 18th, The U.S. Department of State no longer issues Gender X passports, though they remain valid for travel. Document inconsistencies may need to be addressed prior to travel, or travelers may encounter delays at the airline check-in or U.S. ports of entry. This may impact all classes of travelers including U.S. citizens, lawful permanent residents, and visa holders.
