In October 2018, the State Universities Civil Service System (SUCSS) implemented new definitions and procedures for positions to be exempted from the civil service system. Many positions that were previously exempted from civil service are now classified into professional, overtime exempt civil service classifications. As part of the analysis of the impact of the exemption changes, the University identified an opportunity to standardize the vacation and sick leave benefits and usage for our professional-level, overtime exempt employees, regardless of whether they are classified as academic professional or civil service professional. It is of utmost importance to reinforce our employees’ value to the organization is not dependent upon their employment classification. Additionally, as we transition employees from academic professional positions to civil service professional positions (either through reclassification or vacancies), standardizing the benefits facilitates smooth transitions between employment groups.
The following changes are in development and are anticipated to be rolled out in academic year 2021/2022:
- Standardize vacation leave usage to allow overtime exempt Civil Service employees to use their 12-month accrual balances prior to accrual instead of only after accrual.
- Standardize sick leave usage to allow overtime exempt Civil Service employees to use their 12-month accrual balances prior to accrual instead of only after accrual.
- Standardize sick leave benefits to grant overtime exempt Civil Service employees the additional 13 non-cumulative sick leave days available to academic professional employees.
Additional information, including leave reporting procedures and which employees are impacted, will be forthcoming prior to implementation in August 2021.
