On July 23, the Department of (DOD), or Department of War, released the Fiscal Year 2025 update to the “1286 List.” Federal law mandates the development and maintenance of this list of international academic and research institutions that engage in activities that risk the misappropriation of U.S.-funded research.
The most recent list includes several important updates, including the addition of over 25 academic and research institutions located in China, Russia, and Iran.
Notably, newly added institutions include:
- Shanghai Jiao Tong University
- Hangzhou Dianzi University
- Chinese Academy of Sciences
What does this mean for Illinois researchers?
Researchers should exercise extreme caution before entering, continuing, or expanding formal or informal collaborations,funding relationships, data-sharing arrangements, material transfers, equipment use, visiting scholar arrangements, or other research activities involving listed institutions or individuals affiliated with listed institutions.
Importantly, these restrictions may affect both current and future federally funded research activities. In its press release, DOD states, “Researchers are warned that collaborating with an individual affiliated with an entity on the 1286 List constitutes a compliance risk and may negatively impact their eligibility for federal funding.”
Individuals who have ongoing collaborations with institutions or individuals in China, including Hong Kong and Macau, Iran, North Korea, or Russia are strongly encouraged to consult the updated list and contact the Office of Research Security, researchsecurity@illinois.edu, before proceeding with any related research activity, agreement, transfer, or engagement.
