Updated FY21 Fringe Benefit Rates take effect for pay periods BW16 and MN8.
The FY21 fringe benefit rate is higher due to a significant increase in the employer share of health insurance premiums. The State Employees Group Insurance Program (SEGIP) is provided through the State of Illinois Department of Central Management Services (CMS). CMS calculates and determines health insurance premium rates by analyzing the historical trends of medical claims in addition to factoring in any prior SEGIP under-recoveries. This unexpected high increase is being reviewed and concerns are being expressed to the State of Illinois.
The FY 21 Final Facilities/Administrative, Tuition Remission, and Provisional Fringe Benefit Rates document provides detailed rate application guidelines for F&A, tuition, and fringe benefits. The updated FY21 Provisional Fringe Benefit Rates do not impact the F&A or Tuition Remission rates that were previously published for the FY2020 rate period. Following negotiation with our Federal cognizant agency, final Fringe Benefit Rates will be published.
