Dear Colleagues,
Effective January 1, 2023, a new SURS rule under the Illinois Administrative Code “Definition of Employee for SURS Participation” will become effective for employment beginning on or after that date.
The most significant change is a requirement that newly SURS-eligible employees must have an appointment of at least 10% FTE. Employment must also be considered permanent (intended to continue indefinitely in the absence of employer action or anticipated for automatic reappointment) OR meet a minimum duration standard of at least 4 months or one academic term, whichever is less.
Employees who have been certified as contributing SURS members prior to January 1, 2023 and who remain in a non-terminated SURS status after that effective date are not subject to the provisions of the new rule.
The HR Front End (HRFE) system has been updated to assist with the determination of SURS eligibility for newly hired employees. Individuals in your area with HR responsibilities will receive more detailed information.
