The State of Illinois passed the Grant Accountability and Transparency Act (GATA) to increase accountability and transparency in the use of grant funds, and reduce administrative burdens on both state agencies and grantees by adopting federal guidance and regulations applicable to such grant funds. Under this act, the Illinois Governor's Office of Management and Budget (GOMB) maintains the responsibility of working with GOMB grant-making agencies and Illinois grantees in their adoption of GATA through the Grant Accountability and Transparency Unit (GATU). GOMB have provided the universities with F&A rate setting guidance specific to financial assistance arrangements. The methodology for calculating GOMB F&A rates starts with the institution's federally negotiated rates and reduces the rates for proportionate state funding received by the institution. Per GATA, these rates are calculated and adjusted on an annual basis.
The FY 2019 State of Illinois Facilities and Administrative Rate Schedule along with the associated Frequently Asked Questions (FAQs) are effective immediately. However, for all proposals submitted, pending, or awarded prior to July 1, 2019, the indirect cost rate shall either be the rate proposed or the awarded rate for the previous fiscal year.
Current and historical Urbana rates documents are available from the Rate Schedules (F&A, Fringe Benefits, Tuition) page of the OBFS System Government Costing website.
