On March 12, 2025, the Department of Homeland Security (DHS) announced an Alien Registration Requirement, which requires that foreign nationals who have not received a valid I-94 after their 14th birthday register with the federal government. Any international who has received an I-94 either by changing their status or entering the US after their 14th birthday does not need to register, but non-US citizens who have entered the country before their 14th birthday and have not since traveled should apply for re-registration within 30 days of their 14th birthday by completing the new online form G-325R.
Although the status of the Alien Registration Requirement remains unclear due to a lawsuit, DHS have stated that failure to comply will result in penalties including, fines, imprisonment, and removal. The new regulation requires that any student or scholar with a dependent that meets this criteria should have their dependent create an online USCIS account and submit the form G-325R.
